Reasonable suspicion now gives AZ police reason to stop any citizen and ask for their papers, although the governor in signing it says: "Asked what criteria will be used to establish reasonable suspicion of someone's legal status, Brewer said, 'I don't know. I do not know what an illegal immigrant looks like.'"
